日本の歴史の中では、
天変地異や疫病の蔓延など困難な時期が幾度もありました。
これまでの歴代天皇の御事蹟をたどれば、
天変地異等が続く不安定な世を鎮めたいとの思いを込めて
奈良の大仏を作られた聖武天皇、
疫病の収束を願って般若心経を書写された平安時代の嵯峨天皇に始まり、
戦国時代の後奈良天皇、正親町天皇など
歴代の天皇はその時代時代にあって、
国民に寄り添うべく、思いを受け継ぎ、
自らができることを成すよう努めてこられました。
